Power BI Desktop vs Power BI Service: What's the Difference?

Power BI Desktop and the Power BI service are designed to work together, but they serve different purposes. Power BI Desktop is primarily the report-authoring and data-modelling application, while the Power BI service is the cloud environment used to publish, share, collaborate on, refresh and consume Power BI content.

For many organisations, the typical workflow is simple: an analyst builds the data model and report in Power BI Desktop, publishes it to the Power BI service, and colleagues then view and interact with the published report through a browser or Power BI app.

What is Power BI Desktop?

Power BI Desktop is Microsoft's free Windows application for people who create Power BI reports and semantic models. It brings together data connection, Power Query, modelling, DAX and interactive report design in one application.

A report author can connect to sources such as Excel workbooks, text files, databases and cloud services, transform the source data, define relationships between tables, create calculations and then build visual report pages.

Desktop is therefore much more than a charting application. A large part of professional Power BI development happens before a chart is ever created.

What can you do in Power BI Desktop?

  • Connect to many different data sources.
  • Clean, reshape and combine data with Power Query.
  • Create a semantic model containing multiple related tables.
  • Build relationships between those tables.
  • Create calculated columns and measures using DAX.
  • Create charts, tables, matrices, cards, maps and other visuals.
  • Add slicers, drill-through, tooltips, bookmarks and interactions.
  • Test and refine a report before publishing it.
  • Publish the finished semantic model and report to a workspace in the Power BI service.

What is the Power BI service?

The Power BI service is the online part of Power BI. It is accessed through a web browser and is closely integrated with Microsoft Fabric.

Although the service now includes increasingly capable browser-based creation and modelling tools, its major organisational role is still what happens after analytics content needs to become shared, managed and regularly refreshed.

The service provides workspaces where teams can manage Power BI content, control access, share reports, configure refresh, create dashboards and package polished content into Power BI apps for wider audiences.

  • View and interact with published reports.
  • Create and edit reports in a browser.
  • Create and edit supported semantic models in the web modelling experience.
  • Manage workspaces, roles and permissions.
  • Share reports and other content with colleagues.
  • Create dashboards from important report visuals.
  • Configure scheduled refresh for suitable semantic models.
  • Manage connections and gateways for data sources that require them.
  • Create Power BI apps to distribute curated content to business users.
  • Use organisational features such as endorsements, lineage and governance capabilities where available.

Is Power BI Desktop only for creating reports?

No. One of the most important misconceptions about Desktop is that its main job is creating visualisations. Report design is only one part of the process.

Suppose an organisation has separate tables containing sales transactions, products, customers and calendar dates. Before producing a useful sales dashboard, an analyst may need to clean those tables, correct data types, remove unwanted rows, create relationships and write measures for revenue, profit, year-to-date sales and comparisons with previous periods.

Desktop provides the environment for building that underlying analytical model as well as the report that sits on top of it.

Power Query and data transformation

Power Query is a major reason many report developers start in Power BI Desktop. It provides a repeatable process for importing, cleaning and reshaping data before it enters the model.

For example, you might need to combine monthly files from a folder, remove unnecessary columns, split text into separate fields, replace errors, change data types or merge information from different tables. Instead of repeating those steps manually each month, Power Query records the transformation process so it can be applied again when the data is refreshed.

This separation is useful to understand: Power Query prepares the data; the semantic model organises it for analysis; DAX creates analytical calculations; and report visuals present the results.

Semantic models, relationships and DAX

A Power BI semantic model is the structured layer of data used by reports and visualisations. It can contain tables, relationships, measures, hierarchies and security rules.

Desktop provides extensive tools for creating this model. Rather than placing everything in one enormous flat table, a well-designed model will often separate transactional information from descriptive tables such as Customer, Product and Date.

DAX, or Data Analysis Expressions, is then used for calculations that need to respond to the filter context of a report. Examples include total sales, percentage of total, running totals and year-on-year comparisons.

Microsoft has also expanded semantic model editing in the Power BI service. It is now possible to edit supported models, create relationships, add DAX measures and configure features such as row-level security through the browser. This means the old description of 'Desktop creates, Service only shares' is now too simplistic.

Can you create Power BI reports in the service?

Yes. Reports can be created directly in the Power BI service, including reports based on existing semantic models. Microsoft also provides browser-based experiences for creating a semantic model from data and immediately building a report from it.

For relatively straightforward reporting, this can be convenient because nothing needs to be installed locally. It is also useful when an organisation has centrally managed semantic models and users simply need to create reports from approved data.

Desktop nevertheless remains particularly useful when the author needs a substantial data-preparation and modelling workflow or wants the full desktop authoring experience.

Reports vs dashboards: an important difference

The terms report and dashboard are sometimes used interchangeably in everyday conversation, but they have specific meanings in Power BI.

A report can contain multiple pages and supports rich interaction, filtering and exploration. Reports are commonly authored in Desktop, although they can also be created in the service.

A traditional Power BI dashboard is a single-page canvas created in the Power BI service. Tiles can be pinned to it from reports, allowing important information to be brought together into one overview.

A dashboard can even contain tiles originating from different reports and semantic models. This makes it useful for a high-level view of key information, whereas a report is generally better for deeper analysis.

How do Desktop and the service work together?

A common end-to-end workflow looks like this:

  1. Connect to data in Desktop. The analyst connects to Excel, databases or other business systems.
  2. Prepare the data. Power Query cleans and transforms the source information.
  3. Build the semantic model. Tables are related and DAX measures are created.
  4. Design the report. The analyst creates pages, visuals, slicers and interactions.
  5. Publish to the Power BI service. Desktop publishes the semantic model and report to a selected workspace.
  6. Configure the online solution. Refresh, permissions and any required gateway connections are configured.
  7. Distribute the content. Colleagues access reports directly or through a Power BI app.
  8. Maintain the solution. The model and report can be updated and republished as requirements change.

When a PBIX file is published from Desktop, its semantic model and report become items in the chosen Power BI workspace. If the Desktop model is subsequently changed and republished, the published semantic model can be replaced with the updated version.

What are Power BI workspaces?

Workspaces are collaborative areas in the Power BI service used to organise and manage content. Rather than emailing a PBIX file between colleagues, a team can publish reports and semantic models to a workspace and manage who can work with them.

This distinction between creators and consumers becomes increasingly important as Power BI use grows. A finance or BI team might collaborate inside a workspace, while hundreds of managers consume the finished reports through an app without needing access to the development area.

What are Power BI apps?

A Power BI app is a packaged collection of content distributed from a workspace to an audience. It provides a cleaner experience for consumers than giving everyone access to the workspace where reports are being developed.

For example, a management information team might maintain ten reports in a workspace but publish only five approved reports to a 'Management Reporting' app. Different audiences can also be given appropriate content depending on how the app has been configured.

Sharing and collaboration

This is one of the clearest differences between Desktop and the service.

You can send someone a PBIX file, just as you could send an Excel workbook, but that creates multiple copies and makes version control difficult. It also does not provide the governed, browser-based experience that Power BI is designed to deliver.

The service provides the mechanisms for publishing content once and controlling who can access it. The exact sharing options available depend on licences, workspace configuration, permissions and organisational settings.

Scheduled refresh and data gateways

A report is most valuable when it reflects current information. After publishing, suitable semantic models can be configured for scheduled refresh in the Power BI service.

If the source is an on-premises system that the cloud service cannot access directly, an on-premises data gateway may be required. The gateway provides a controlled bridge between the Power BI service and supported data sources inside the organisation's network.

This is another useful way to remember the distinction: Desktop can refresh data while the author is working locally, but the service provides the infrastructure for scheduled cloud refresh after the solution has been published.

Power BI Desktop vs Service licensing

Power BI Desktop itself is free to download and use. Licensing becomes more important when you move into the Power BI service and want to publish, share and collaborate.

Microsoft currently has Fabric (Free), Power BI Pro and Power BI Premium Per User licence types, alongside capacity-based options. What a person can do depends not only on their individual licence but also on where the content is stored and the capacity assigned to that workspace.

As a simple rule, a free licence is suitable for personal creation and some consumption scenarios, while sharing and collaboration commonly require Pro, Premium Per User or content hosted in qualifying capacity. Licensing changes over time, so organisations should check Microsoft's current licensing documentation when planning a deployment.

Security and permissions

Desktop can define aspects of a model's security, including row-level security roles. The service is where access to published content is managed and where users are assigned appropriate permissions.

This allows one centrally maintained report to serve different audiences. For example, regional managers might use the same sales report while row-level security restricts each manager to the appropriate region.

Good Power BI governance therefore involves both the model design and the way the published content is managed in the service.

When is Power BI Desktop alone enough?

Desktop may be sufficient when one person is analysing data for their own use and does not need automatic online distribution.

For example, an analyst could build a PBIX file, refresh it manually and use the report locally. This can be perfectly adequate for exploratory analysis, learning Power BI or producing information that does not need to be accessed interactively by other users.

Once multiple people need reliable access to the same report, however, the service usually becomes much more important.

When do you need the Power BI service?

The service is particularly valuable when you need to:

  • share interactive reports with colleagues;
  • manage access centrally;
  • collaborate on organisational Power BI content;
  • schedule data refreshes;
  • create dashboards;
  • distribute content through Power BI apps;
  • allow users to consume reports without receiving PBIX files; or
  • manage a growing collection of semantic models and reports.

A practical example

Imagine a sales team receives transaction data from its CRM, product information from a database and monthly targets from Excel.

An analyst could use Power BI Desktop to connect to all three sources. Power Query cleans and combines the data. Relationships connect Sales, Product, Customer and Date tables. DAX measures calculate revenue, gross margin, target variance and year-on-year growth. The analyst then creates report pages for executives, regional managers and product teams.

Once the report is ready, it is published to the Power BI service. The organisation configures refresh, manages access and distributes the approved reports through an app. Managers open the reports in a browser rather than receiving a new spreadsheet or PBIX file each week.

That example shows why Desktop and the service should not usually be thought of as competitors. They are different stages of the same business intelligence process.

Which should you learn first?

For someone who wants to become a Power BI report author or data analyst, Power BI Desktop is normally the best place to start.

Learning Desktop introduces the fundamental skills behind Power BI: connecting to data, using Power Query, understanding data models and relationships, creating DAX calculations and designing effective reports.

Once those foundations make sense, learning how to publish, share, refresh and manage content in the Power BI service is much easier because you understand what is actually being published.

If your role is primarily to consume existing reports rather than build them, you may spend almost all your time in the Power BI service and might never need Desktop.
