Public, private and hybrid cloud describe different ways of deploying and consuming cloud infrastructure. Public cloud uses services delivered by a third-party provider over shared large-scale infrastructure. Private cloud is dedicated to one organisation. Hybrid cloud connects public-cloud services with private-cloud or on-premises infrastructure so workloads and data can be placed according to business needs.

There is no universally best deployment model. The correct choice depends on factors such as control, security, regulation, existing systems, cost, performance and the skills available to operate the environment.

What is a public cloud?

A public cloud is a cloud environment offered by a provider to many customers using shared provider-operated infrastructure.

Major public cloud platforms include:

  • Amazon Web Services
  • Microsoft Azure
  • Google Cloud

Customers do not normally own the physical servers, power systems, cooling or data-centre building. They consume logical computing resources through the provider's services.

Does public cloud mean your data is public?

No. The word “public” describes the service model, not the confidentiality of customer information.

Cloud providers use technical and organisational controls to isolate customers. Organisations remain responsible for configuring identities, permissions, networks, data protection and services correctly.

Advantages of public cloud

Scalability

Organisations can provision additional capacity quickly without installing physical hardware first.

Broad service portfolio

Public cloud providers offer services for compute, databases, analytics, AI, networking, security, integration and many other requirements.

Global infrastructure

Major providers operate regions in multiple countries, enabling customers to design geographically distributed systems where required.

Lower infrastructure ownership burden

The provider operates the physical data centres and hardware platform.

Fast experimentation

Development teams can create temporary environments and services without long hardware procurement cycles.

Challenges of public cloud

  • cost can grow quickly without governance
  • misconfiguration can expose systems
  • organisations need cloud-specific skills
  • some workloads can be difficult or expensive to migrate
  • regulatory or data-location requirements need careful analysis
  • provider services can create dependencies and lock-in

What is a private cloud?

A private cloud is a cloud environment dedicated to one organisation.

It may be:

  • operated in the organisation's own data centre
  • hosted by a specialist provider
  • managed internally or by a third party

A private cloud should still provide cloud-like characteristics such as automation, self-service and pooled resources. Simply owning a virtualised server environment does not automatically make it a mature private cloud.

Control

The organisation can exercise greater control over the infrastructure design, hardware, location and operating standards.

Customisation

Private environments can be designed around specialised technical or regulatory requirements.

Data and workload location

Some organisations need particular systems to remain in specific facilities or jurisdictions.

Existing investment

Large organisations may already operate substantial data-centre infrastructure and cannot economically replace it overnight.

Challenges of private cloud

The organisation or its contracted provider carries more responsibility for:

  • hardware lifecycle
  • capacity planning
  • data-centre space
  • power and cooling
  • resilience
  • patching and infrastructure software
  • physical security
  • specialist staff

Private cloud can therefore provide control but may require significant capital and operational expertise.

What is hybrid cloud?

Hybrid cloud combines public cloud with private-cloud or on-premises infrastructure in an integrated environment.

Microsoft describes hybrid cloud as combining public cloud computing with on-premises infrastructure or private cloud so applications, data and workloads can operate across the environments.

A hybrid environment might contain:

  • legacy business systems in an internal data centre
  • Microsoft 365 as SaaS
  • Azure for new applications
  • AWS for a specialist workload
  • cloud backup and disaster recovery
  • on-premises identity integrated with cloud identity

Why do organisations use hybrid cloud?

Gradual migration

Large environments rarely move to cloud in one step. Hybrid architecture allows workloads to migrate gradually.

Legacy systems

Some applications cannot be moved easily because of technical dependencies, licensing or vendor constraints.

Regulatory requirements

Certain information or systems may need to remain in controlled locations while less sensitive workloads use public cloud.

Resilience and disaster recovery

Cloud services can provide backup, replication and recovery options for on-premises environments.

Cloud bursting

Some designs use public cloud capacity to handle peaks that exceed local resources, although implementation can be technically complex.

Is hybrid cloud the same as multi-cloud?

No.

Hybrid cloud combines public cloud with private or on-premises infrastructure.

Multi-cloud means using services from more than one cloud provider.

An organisation can be:

  • hybrid but not multi-cloud
  • multi-cloud but not hybrid
  • both hybrid and multi-cloud

For example, a company using its own data centre plus Azure is hybrid. A company using Azure and AWS is multi-cloud. A company using its own data centre, Azure and AWS is both.

Public cloud vs private cloud

The choice is often presented too simply as cost versus security.

Public cloud can provide very strong security capabilities, while private environments can be insecure if poorly managed. The real distinction concerns control, responsibility, architecture and operating model.

Public cloud shifts more infrastructure responsibility to the provider. Private cloud gives the organisation more direct control but also more operational responsibility.

Hybrid cloud vs public cloud

A public-cloud-only strategy can simplify infrastructure by reducing on-premises systems, but not every organisation can or should move every workload.

Hybrid cloud allows a more selective approach. The cost is additional complexity because teams must manage:

  • multiple networks
  • identity integration
  • monitoring across environments
  • data movement
  • security policies
  • different management tools

How does networking work in hybrid cloud?

Hybrid cloud depends heavily on networking.

Organisations may connect environments using:

  • site-to-site VPNs
  • dedicated private connections
  • software-defined WAN technologies
  • cloud virtual networks
  • DNS and routing integration

IP address planning is important because overlapping address ranges can complicate connectivity.

Networking professionals therefore play a major role in cloud migration and hybrid design.

How does identity work in hybrid cloud?

Users often need consistent access across cloud and on-premises services.

Identity platforms can synchronise or federate identities and use single sign-on, multifactor authentication and conditional-access policies across environments.

Identity architecture should be treated as a central security design rather than an afterthought.

How should organisations choose a deployment model?

Ask questions such as:

  1. What applications and data are involved?
  2. Are there regulatory or contractual constraints?
  3. How quickly must resources scale?
  4. What infrastructure is already owned?
  5. Which skills does the organisation have?
  6. What downtime can the service tolerate?
  7. What are the network latency requirements?
  8. How portable is the application?
  9. What will the full operating cost be?
  10. How will identity, monitoring and security work across the environment?

Which workloads suit public cloud?

Public cloud is particularly attractive for workloads that:

  • need rapid scaling
  • have variable demand
  • benefit from managed cloud services
  • need global reach
  • are being developed as modern cloud-native applications

This does not mean every such workload should automatically move. Business and technical assessment is still required.

Which workloads suit private cloud or on-premises?

Private environments may remain appropriate where:

  • specialised hardware is required
  • latency to local systems is critical
  • legacy applications cannot be migrated economically
  • regulatory requirements constrain deployment
  • existing infrastructure has substantial remaining value

What about data centres?

Hybrid cloud makes data-centre skills more important, not irrelevant.

Many organisations continue operating physical infrastructure alongside public cloud. Data centre teams need to understand how power, cooling, networking, servers and storage support workloads that increasingly interact with cloud platforms.

Frequently asked questions

Is Azure a public cloud?

Microsoft Azure is primarily a major public cloud platform, but Microsoft also provides technologies and services for hybrid and edge environments.

Is private cloud always on premises?

No. A private cloud can be hosted by a third party as long as the cloud infrastructure is dedicated to one organisation.

Is hybrid cloud more secure?

Not automatically. Hybrid environments can improve control over workload placement but also create greater management complexity. Security depends on architecture, configuration, governance and operations.

Is hybrid cloud cheaper?

It can make use of existing investment and place workloads economically, but operating two environments can also increase complexity and management cost. Financial analysis should consider the complete lifecycle.

Can a small business use hybrid cloud?

Yes, although many small businesses use SaaS and public cloud without operating a formal private cloud. Hybrid becomes relevant when local servers or applications remain connected to cloud services.

Is multi-cloud better than one cloud?

Not necessarily. Multi-cloud can reduce some dependencies or satisfy specialist requirements, but it increases skills, governance and operational complexity.
